MF1391 and MF1392 Importance:                 High Bob/Olga/Stavy, By letter dated April 5, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13114A294), Florida Power & Light Company (the licensee) submitted Relief Request (RR) 11 to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. The licensee requested relief from a certain requirement of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code), Section XI, (hereafter called the Code). RR 11 is related to the Code requirement for flaw depth sizing root mean square error (RMSE) criteria for the dissimilar metal (DM) butt weld examinations performed from the inner diameter (ID) surface. RR 11 is submitted for the fourth 10-year inservice inspection (ISI) interval of the Turkey Point Nuclear Generating Unit Nos. 3 and 4.

The NRC staff reviewed RR 11 and determined that the following additional information is needed by October 14, 2013.
: 1. NRC staff understands that there have not been any ultrasonic testing procedures and personnel capable to depth-size cracks with an RMSE of 0.125 inch or less from the ID for the DM or austenitic welds. However, the ultrasonic testing procedures and personnel have been qualified in accordance with the ASME Code, Section XI, to examine and depth-size these welds from the outer diameter (OD) surface of the pipe. The NRC staff requests the licensee discuss the difficulties in inspecting the DM welds from the OD surface of the pipe.
: 2. RR 11 did not provide any discussions regarding examination of the cold leg elbow to nozzle DM welds from the cast stainless steel elbow side. The 1999 Addenda of the Code, Appendix III, Supplement 1, provides requirements for the examinations of cast austenitic stainless steel. Discuss whether the examination of the DM welds will be conducted from the cast stainless steel side, and whether Appendix III, Supplement 1, will be implemented for this examination.
: 3. In the proposed alternative section of the request, the licensee stated that it will submit a flaw evaluation, but without detailed information. Other similar relief requests provide information regarding the suspected flaw degradation mechanism and the process used to determine the degradation mechanism in their flaw evaluations, (e.g., Catawba submittal dated March 18, 2013, ADAMS Accession No. ML13080A079). The NRC staff requests the licensee include in its proposed alternative the information regarding the suspected flaw degradation mechanism and the process used to determine the degradation mechanism in its flaw evaluation, if a flaw is detected during the UT.
: 4. Section 2 of RR 11 stated, in part:

Licensees using editions and addenda after 2001 Edition through the 2006 Addenda shall use the 2001 Edition of Appendix VIII, and may elect to comply with all of the provisions in paragraphs (b)(2)(xv)(A) through (b)(2)(xv)(M) of this section, except for paragraph (b)(2)(xv)(F) of this section, which may be used at the licensees option.
