L(PSEG) initially submitted he subject license amendment request to the Nuclear RegulatoryComriissioii"(NRC) on November 7, 2005,. and subsequently-withdrew it on February- 0,2006. The proposed amendment request was re-submitted as Revision I on September 18, 2006.,,.

The proposed amendment would'increase the authorized maximum reactor power level of the Hope Creek Generating Station by approximately 15%, from the current licensed thermal power of 3339 megawatts thermal (MWt) to 3840 MWt. This proposed increase is considered an Extended Power Uprate (EPU).

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering (NJ BNE) reviewed the referenced request in accordance with the requirements of 10 CFR 50.91(b). Throughout its review process, the BNE held discussions pertaining to various EPU subjects with representatives of both the NRC and PSEG. These discussions were held via telephone, as part.of public meetings at the NRC headquarters in Rockville, MD, on-site at the Hope Creek Gehnrating.Station, and. at the BNE's office in Trenton, NJ. Representatives of the BNE alsopvisited the E~wing, NJ..office.of one,.-of PSEG~scontractors.-todIscussýth,hmetho'ds used-in ttie arialysiP .of.the.effi&cts of !he EPU olperatinrg ,cndi.t;ons 6n- Selected -HopeCreekyequipment.

The BNE was also present, viatelephoneat the; meeting of the Advisory Committee on Reactor Safety (ACRS) Subcommifttee. on-Poer; prates-attwhich~the.:Hope Creek EPU request was discussed. BNE representatives observed NRC Region I on-site inspections that selected EPU related subjects as part of the inspection scope. As a result of the above discussions, meetings and inspections, the BNE's questions have been satisfactorily addressed regarding the Hope Creek Generating Station Extended Power Uprate.

As points of clarity, the NJ BNE requests that the NRC verify that the increase in reactor power from 111.5% to 115% of current reactor power will be performed in discrete steps with appropriate data collection and respective hold points in accordance with the test program stipulated by the licensee for increasing power from 100% to 111.5% of current licensed power.

In addition, any references to nominal reactor pressure (1019 psia) should maintain units consistent (psia or psig).
