Core Rim Hold-down Bolts Reviewer discussed NRC's quandary related to DAEC's inability to perform hold-down bolt inspections in accordance with BWRVIP-25. The Staff has discussed the issue with the BWRVIP organization and understands the issue has to be resolved generically. They believe VIP should propose an alternate inspection or revise BWRVIP-25 with some other resolution, but this may not be timely for license renewal for DAEC. A commitment related to BWRVIP-25 will need to be defined after the NRC has further discussion with BWRVIP related to current term issues with BWRVIP-25.

CRD Return Line Nozzle Safe End Reviewer discussed concern with the CRD Return Line Nozzle Safe End being addressed under the CRD Return Line Nozzle Program rather than the Stress Corrosion Cracking Program as specified in GALL. Staff questioned whether the exams performed on safe end welds under CRD Return Line Nozzle Program were equivalent to exams that would be performed under SCC Program.

The response to RAI B.3.8-02 indicates that the return line is ultrasonically examined.
DAEC also noted that the NRC's email dated January 28 questioned why the change to the CRD Safe End line item in LRA Table 3.1.2-1 (letter dated January 14, 2010) did not list the Water Chemistry Program in addition to the BWR Control Rod Drive Return Line Nozzle Program. DAEC responded that not listing the program was an oversight, and that the Water Chemistry Program would be added to this line item in the LRA.
