DUANE ARNOLD ENERGY CENTER--DRAFT REQUEST FOR ADDITIONAL INFORMATION AND PHONE CALL

SUMMARY

REGARDING TWO NEW EMERGENCY ACTION LEVELS (TAC NO. MB7981)

By letter dated March 4, 2003, Nuclear Management Company, LLC (NMC), requested that the U.S. Nuclear Regulatory Commission (NRC) approve two new Notification of Unusual Event Emergency Action Levels that would be added to the Emergency Plan as a result of construction of the Independent Spent Fuel Storage Installation at the Duane Arnold Energy Center site. On March 31, 2003, I sent the attached electronic mail (email) to NMC consisting of a draft request for additional information (i.e., requesting copies of written correspondence reflecting associated discussions and agreements by state and local government authorities).

In a subsequent phone call, Mr. S. Catron of NMC and I discussed the schedule for responding to this request for additional information. Mr. Catron stated that NMC would respond to the attachment on or about April 10, 2003. I replied that this date would be consistent with the NRC staffs review schedule and is, therefore, acceptable.

In its letter dated March 4, 2003, NMC requests NRC approval of two new Notification of Unusual Event (NOUE) Emergency Action Levels (EALs) that would be added to the Emergency Plan as a result of construction of the Independant Spent Fuel Storage Installation at the Duane Arnold Energy Center site. In accordance with 10 CFR 50 Appendix E(IV)(B),

NMC states that "[t]he changes have been discussed with the state and local government authorities, and agreed upon." Please provide copies of the written correspondence reflecting these discussions and agreements by the state and local government authorities.
