The licensee entered this issue into their corrective action program as Condition Reports CR-CNS-2010-08014 and CR-CNS-2010-08250. Because this violation was of very low safety significance and it was entered into the licensees corrective action program, this violation is being treated as a noncited violation, consistent with the Enforcement Policy: NCV 05000298/2010006-02, Failure to Monitor the Performance of the Emergency Lights Against the Maintenance Rule Criteria.

Inspection Scope The team verified that the licensee identified repairs needed to reach and maintain cold shutdown and had dedicated repair procedures, equipment, and materials to accomplish these repairs. Using these procedures, the team evaluated whether these components could be repaired in time to bring the plant to cold shutdown within the time frames specified in the design and licensing bases. The team verified that the repair equipment, components, tools, and materials needed for the repairs were available and accessible on site.
