A clarification call requested by TN was held on June 11, 2019, with NRC staff regarding TN's revised approach (ML19161A052) to resolving RAI 6-7. Prior to the call, NRC staff provided six clarification questions (ML19158A370) to TN regarding their revised approach.
Below are TN's responses to the six clarification questions on the revised approach as discussed during this call:
: 1) Reference to the graded approach will not be included in the formal response.
: 2) The TS FQT may be used with any fuel assembly design. Examples demonstrating use of the FQT are provided at the end of UFSAR Section 6.5.2. As shown in these examples, the burnup in GWd/FA is the burnup in GWd/MTU multiplied by the MTU of the individual fuel assembly. The GWd/FA is then used to obtain the cooling time from the table. The fuel assembly MTU may be either higher or lower than 0.492 MTU.
: 3) The dose rate on the surface of EOS-TC125/135 is 80% from fuel in the peripheral region (20% from fuel in the interior region).
The dose rate from the EOS-HSM or HSM-MX vents is 95% from fuel in the peripheral region (5% from fuel in the interior region).
In addition, the calculation was based on the HLZC 4, which is bounding for all other configurations. This information will be included in the formal response.
: 4) Instructions for loading LEOF are included in the draft TS Section 2.1. Chapter 9, Section 9.1.1, Step 1.a refers back to TS Section 2.1, so compliance with the TS is already included in Chapter 9.
: 5) TS Table 7a is essentially the same as UFSAR Table 6-7, which was used to define the lower bound enrichments used in the analysis. TN agrees that rounding down will result in larger source terms, which is why enrichments are rounded down in the analysis. For instance, for a burnup of 62 GWd/MTU, the minimum enrichment is 62/16 = 3.875%, which is rounded down to 3.8%.
This methodology is used to develop the heavy black line shown in UFSAR Table 6-61. This approach is acceptable and reflects UFSAR analysis.
: 6) Table 3, "UFSAR FQT, HLZC 4 or 7 Peripheral Region Only" will be added to the TS.
The applicant has agreed to provide supplemental information for RAI 6-7 as summarized above.
Any correspondence or transmittal of supplemental information should include the following:
