By letter to the U.S. Nuclear Regulatory Commission (NRC) dated December 7, 2007, Florida Power and Light (FPL) submitted Relief Request 1 for the fourth 10-year inservice inspection (ISI) interval for St. Lucie Unit 1. To complete its review of Relief Request 1, the NRC's staff requests the following additional information.

: 1) Development of a risk-informed ISI (RI-ISI) program requires estimating conditional core damage and conditional large early release probabilities (CCDPs and CLERPs respectively) from the baseline PRA. Please briefly describe how the CCDPs and CLERPs that are used in the RI-ISI calculations are generated.

Previously the following question was sent via email on May 22, 2008, and the staff is expecting a response shortly.

"The PWSCC damage mechanism should be addressed separately from RI-ISI with an augmented program (MRP-139) that includes its own selection criteria and response to degradation identification. The MRP-139 inspection program may not be subsumed into RI-ISI and the inspections may not be credited to satisfy inspections required under the

RI-ISI program. The RI-ISI program should satisfy the WCAP's selection criteria and response to flaw identification independently of the MRP-139 program. " This question is docketed in ADAMS as an email (ML082050619).

The sole purpose of this e-mail is to prepare you and others for the proposed telephone conference. With or without the conference, we plan to formally issue an RAI to you around August 8, 2008. Thus, this e-mail does not formally request additional information or convey an NRC staff position.
