SUBJECT:

SEABROOK STATION, UNIT NO.1 - TEMPORARY INSTRUCTION 2515/186, "INSPECTION OF PROCEDURES AND PROCESS FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS;" INSPECTION REPORT NO. 05000443/2013404

Dear Mr. Walsh:

On May 2, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Seabrook Station, Unit No. 1 using Temporary Instruction 2515/186, "Inspection of Procedures and Processes for Responding to Potential Aircraft Threats." The enclosed inspection report documents the results of the inspection, which were discussed on May 2, 2013, with Mr. Thomas Vehec, Plant General Manager, and other members of your staff.

The objective of this inspection was to assess the implementation procedures and processes of your Seabrook Station, Unit No. 1 that are required by Title 10 of the Code of Federal Regulations (10 CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industry's readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commission's rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.

Based on results of this inspection, no NRC-identified or self-revealing findings were identified. However, five observations related to procedures and communications were identified by the inspectors for your future consideration. The observations were of minor safety significance and were determined not to be violations of regulatory requirements.

Enclosure contains Sensitiv e Unclassified Non-Safeguards Information. When separated from enclosure, the transmittal document is decontrolled. If you contest any observation or the subject in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region I; the Director, Office of Enforcement, U.S. Nuclear

Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the

Seabrook Station, Unit No. 1.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS). Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response "Security-Related Information - Withhold from public disclosure under 10 CFR 2.390" in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390 (b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response. Should you have any questions regarding this inspection, we will be pleased to discuss the issues with you.

Sincerely,

/RA/ Donald E. Jackson, Chief Operations Branch
