Document Control Desk U.S. Nuclear Regulatory Commission White Flint North 11555 Rockville Pike Rockville, MD 20852-2738 AEROTEST RADIOGRAPHY AND RESEARCH REACTOR DOCKET NO. 50-228/LICENSE NO. R-98. Sir/Madam, I have decided to amend the ARRR license to possession-only as a prelude to decommissioning the ARRR reactor. I am currently preparing the request for the license modification as well as decommissioning plan and cost estimate for submission when appropriate.

Until the fuel can be removed and reactor decommissioning begin, the fuel will be stored in place at the Aerotest Operations facility (under safestor rules). I am requesting the withdrawal of the relicense application and termination of requests associated with relicensing, reactor restart activities, and ARRR license and technical specifications, operator requalification program and other Aerotest submissions currently undergoing review. I will be traveling to Washington DC on a related matter and a meeting with NRC staff is possible however, it is not necessary.
