-44 10 CFR 50.59, 10 CFR 72.48, and Commitment Change Annual Reports and Notifications Enclosed please find the Arizona Public Service Company (APS) 10 CFR 50.59 and 10 CFR 72.48 report for January 1, 2015 , through December 31, 2015. The Commitment Change Report is for the period of January 1, 2015, through December 31, 2015. In accordance with 10 CFR 50.59(d)(2), APS is providing a brief description and summary of the evaluations required by 10 CFR 50.59(d)(1) for each change completed during the period. This report contains the evaluations written during 2015, regardless of the implementation status of the evaluated action, and is included as to this letter. In accordance with 10 CFR 72.48(d)(2), APS is reporting that there were no changes completed during the period that were required to be reported pursuant to 10 CFR 72.48.

In accordance with the APS commitment management program, APS is reporting two NRC commitment changes made during the referenced time period as described in to this letter. Other commitment changes made during 2015 that were reported in separate correspondence are not included in Enclosure 2.

Description:

NRC Order EA 007 (dated July 19, 2005) modifies PV's license for the transportation of radioactive material quantities of concern (RAMQC) and requires implementation of the order 90 days prior to PV's first RAMQC shipment. To ensure compliance with the order, a note will be added referencing NCR Order EA 007 in station procedure 76RP

-0RW07 "Shipping Radioactive Material" as well as the list of isotopes/limits identified in the order

Description:

This RCTSAI can be changed from an Active Y commitment to Active N closed as the NRC issued a rescission of the order

. Justification of Change:

The NRC rescission of order EA 007, "Order Imposing Additional Security Measures" dated 6/3/2015 had been evaluated by Security and Program Standards under evaluation 15

-05745-002. This evaluation concluded the commitment to the rescinded Order was no longer necessary due to the regulatory requirements of 10 CFR Part 37.

Procedures have been adjusted accordingly.

-9OP06 will be revised to provide guidance on the amount of SIT level change that should be considered abnormal and require entry into the CAP to assess the cause of the leak and the potential for void formation when the threshold is exceeded. This corrective action is scheduled to be completed by January 15, 2009.

. Justification of Change:

Originally the RCTSAI was to credit the Operations Repetitive Task Program, 40DP-9OP06, with the monitoring of the SIT levels by the STAs on shift. Operations, Engineering, Operations Standards, and Regulatory Affairs discussed the feasibility of transferring the guidance to the trending performed by the system engineers. This change would remove redundancy of tracking, trending and documenting while improving Operational Focus in the control room.
