1986 ANNUAL ENVIRONMENTAL OPERATING REPORT This report describes implementation of the Environmental Protection Plan (EPP) for the calendar year 1986, and provides the information required by the EPP.

A. Summaries and analyses of the results of the environmental protection-activities required by EPP Subsection 4.2:

This section of the EPP provides protection of the two cultural resource areas on the Waterford 3 site. There were no activities which affected either the Plantation Overseer's House site or the Plantation Quarter's site, both eligible for the National Register of Historic Places, during this reporting ~ period.

B. EPP noncompliances and the corrective actions taken to remedy them:

There were no noncompliances with the requirements of the EPP during this reporting period.

C. A discussion of changes in station design or operation, tests, or experiments made in accordance with EPP Subsection 3.1 which involved a potentially significant unreviewed environmental question:

1. NPDES Permit Modifications The NPDES permit was renewed by the EPA effective April 8, 1986, for 5 years, to expire at midnight, April 7, 1991. The renewed permit incorporated several modifications including alternate methods for calculating discharged heat and Circulating Water.

System flow, and provisions to discharge boron from the Waste Management System as well as the Boron Management System, and in concentrations greater than previously permitted.

LP&L's request to the EPA for increased boron discharge limitations was preceded by a thorough review of existing literature and regulatory documents to insure that the request would not result in unacceptable environmental impacts, nonconformance with existing environmental regulations, nor involve an unreviewed environmental question. This study was submitted to the EPA in support of the permit modification request. (Copies were also provided to the NRC.) Prior to issuance of an Administrative Order on December 26, 1985 (which was not utilized by LP&L until January 1987) to allow discharge of boron at a level consistent with that subsequently incorporated into the permit, EPA requested NRC review and recommendations. 1 dated December 13, 1985, it was stated that NRC staff did not object to the proposed change, that the change was within the envelope addressed in the environmental statement, and that the benefits which would be realized .lar the permit modification (lower oc-cupational exposures and reduced radioactive waste production) would tend to favor the permit modification.

2. Rerouting of Certain Drain Lines The RAB Normal Supply Unit utilizes only outside air .tx> provide breathing air to certain areas in the Reactor Auxiliary Building.

The drains which convey condensate (moisture condensed from the outside air) from the cooling process have been rerouted from the Liquid Waste Management System (LWMS) to existing storm drainage so as to eliminate .comingling of the uncontaminated condensate with liquid radioactive waste, and subsequent costly processing through the LWMS. This change was effected only after determining that it did not involve an unreviewed environmental question and that there was no potential for contamination with radioactive nor non-radioactive pollutants, either of which would have precluded direct discharge to the environment.

D. Nonroutine reports submitted in accordance with Subsection 5.4.2:

There were no nonroutine reports submitted in accordance with Subsection 5.4.2 during this reporting period.
