In accordance with Appendix E of 10CFR50 and 10CFR50.4(b)(5), Entergy is submitting a changed Waterford 3 Emergency Plan Implementing Procedure. This changed procedure was reviewed in accordance with 10CFR50.54(q) requirements and was determined not to decrease the effectiveness of the Emergency Plan.

The following procedure is included in this submittal:

1. EP-002-052 (Revision 18, Change 1), Protective Action Guidelines. This change added a NOTE to give the Emergency Coordinator or EOF Director examples for adding additional protective response areas for protective actions.

- INFORMATIONAL USE I

Emergency Plan Implementing Procedure EP-002-052 Protective Action Guidelines Revision 18 5.1.5.1 The initial default PARs for General Emergency are: I A. Evacuate Al, BI, Cl, DI (2-mile radius);

and B. Evacuate 5-miles downwind; and, I C. Shelter all other Protective Response Areas in the Plume Emergency Planning Zone (10-mile radius).

5.1.5.2 These initial default PARs have been agreed upon with the State agencies In advance. I NOTE The Emergency Coordinator or EOF Director may exercise judgment to add additional protective response areas for protective actions as long as the decisions have a sound basis. In no case are minimum protective actions described in this procedure to be removed. The following are provided as examples for adding additional areas:

1. Winds are expected to shift and are within 5 degrees or less of the point where the new area is to be added.
2. Dose Projection for a protective response area is increasing and within 100 mrem _ less of exceeding a Protective Action Recommendation value.
