In accordance with Appendix E of 10CFR50 and 10CFR50.4(b)(5), Entergy is submitting a revision and changes to Waterford 3 Emergency Plan Implementing Procedures. These revised and changed procedures were reviewed in accordance with 10CFR50.54(q) requirements and were determined not to decrease the effectiveness of the Emergency Plan.

The following procedures are included in this submittal:

1. EP-002-051 (Revision 10), Offsite Dose Assessment (Computerized). This revision added a NOTE to address the current Condenser Vacuum Pump flow rates.
2. EP-002-061 (Revision 9, Change 2), Emergency Environmental Monitoring.

This change deleted reference to Health Physics (HP) procedures HP-002-351 and HP-002-353 because HP no longer uses the manual reader and the automatic reader operation information is contained in HP-001-221. Added HP-001-221 to reference section. Deleted attachments (7.5-7.8) that are duplicates of the information contained in the Offsite Dose Calculation Manual (ODCM)

(UNT-005-014) to prevent information discrepancies.

3. EP-003-040 (Revision 22, Change 2), Emergency Equipment Inventory. This change deleted reference to attachments (7.5-7.8) from EP-002-061, Emergency Environmental Monitoring, that are duplicates of the information contained in the ODCM (UNT-005-014) to prevent information discrepancies.

Emergency Plan Implementing Procedure EP-002-051 Offsite Dose Assessment (Computerized) Revision 10 1.0 PURPOSE NOTE Control Room personnel use Attachment 7.1 of EP-002-050 (either Personal Computer or Nomogram drawing section) to estimate offsite doses. This is a very conservative method and should onIy be used by Control Room personnel in the initial stages of an event 1.1 To provide a method for projecting offsite doses following a major accidental release of radioactive material, for recommending offsite protective actions, and for long-term continuous updating of the offsite doses using the dose assessment computer program.

4.1.1 Alert 4.1.2 Site Area Emergency 4.1.3 General Emergency AND 4.1.4 A release of radioactive material to the atmosphere has occurred or has the potential to occur.

4.2 As determined by the Radiological Assessment Coordinator, Dose Assessment Coordinator, EOF Director, Field Team Controller or Health Physics Coordinator or the Emergency Coordinator.

Obtain forecasts periodically, thereafter, on a frequency determined by the Health Physics Coordinator/Radiological Assessment Coordinator.

5.1 Equipment Startup 5.1.1 Tum on the Computer.

5.1.2 Turn on the Monitor.

5.1.3 Turn on the Printer.

5.1.4 Prior to entering the dose assessment program, verify the system will display the following prompt 5.1.4.1 Is the Printer Available (YN)?

5.1.5 Respond to the prompt as follows:

A. If the printer is available, then type 'Y' (There is no need to press 'Enter) and the system will run the dose assessment programwith the printer functions enabled.

OR B. If the printer is not available, then type "N"or, press the ENTER key and the system will run the dose assessment program without enabling the printer functions.

5.2 Dose Assessment 5.2.1 Perform computerized dose assessment in accordance with the following steps:

5.2.1.1 Obtain 15 minute-averaged meteorological data from the PMC Satellite Display System (SDS) terminalsby selecting NSSS from the menu screen.

A. Select ERFS mimic display, then select TMARMONDI".

Meteorological data from the back-up tower should be used only if the required information is not available from the primary tower. f data from neither tower Is available, then contact the National Weather Service in accordance with EP-002-050, Attachment 7.6.

C. Meteorological data can also be obtained from the PMC group "Group Display METDATA'.

Use 15-minute averaged meteorological data, when available. f 15-minute averaged data is not available, hen use instantaneous values.

5.2.1.2 Use the PMC Satellite Display System (SDS) terminal to obtain Radiation Monitoring Data by selecting NSSS.

A. Select ERFS mimic display, Fen select MARMOND20.

NOTE For Condenser Vacuum Pump flow rates, use the following:

1. There are three (3) Condenser Vacuum Pumps, each with a maximum design flow rate of 70 cfm, and the exhauster fan flow rate is 1500 cfn.
2. Normal operation is two (2) pumps running + exhauster fan = 1,640 cfm.
3. Three (3) pumps running + exhauster fan = 1,710 cfm 5.2.2 Perform the dose assessment program by responding to the display prompts and pressing the

'ENTER' key after each of the following response.

5.2.2.1 Select the appropriate Emergency Dose Calculations.

5.2.2.2 Enter your name.

5.2.2.3 Enter the date.

5.2.2.4 Enter the time.

5.2.2.5 Enter the appropriate Meteorologiacl Data (wind speed, wind direction and temperature differential).

5.2.2.6 Enter the exposure duration in hours.

5.2.2.7 Select the appropriate dose projections based on plant monitoring data.

Chemistry results indicate > 300 uCVml Dose Equivalent 1-131?

OR Has the level in the upper plenum, as measured by the RVLMS, been equal to 0%?

OR Have the CET (Core Exit Thermocouple) temperatures exceeded 7000 F?

OR Do Containment dose rates indicate "Initial Clad Failure" (See EP-002-090)?

5.2.2.8 Select the appropriate Cladding Barrier Status.

5.2.3 The following display prompt may appear during the operation of the program:

5.2.3.1 This prompt indicates that the computer has exited the dose assessment program and retumed to the operating system.

5.2.3.2 To restart the dose assessment program from this point, type GOCODE.

5.2.3.3 If the dose assessment program does not run when GOCODE is entered, then proceed with one of the following:

A. Insert a dose assessment program backup disk into the disk drive slot on the front of the computer and perform the following.

  • Type "A:X.
  • At the "A' prompt, type "cd dosecode". At the A:Mdosecode" prompt, type gocode".
  • Proceed in accordance with steps 5.1.4 and 5.2.2 above.

  • From Windows, open File Manager.
  • In the Dosecode directory, double click on gocode.ba.
  • Proceed in accordance with steps 5.1.4 and 5.2.2 above.

OR 5.2.3.4 If unable to proceed in accordance with steps 5.1.4 and 5.2.2, then the manual methods of dose assessment must be initiated.

5.2.4 When there is a significant change in the monitor reading (_ 20% of instrument decade) o wind speed (next tabulated value in Attachment 7.6 of EP-002-050) _ wind direction +/-50 or a change in stability class, then the dose projections should be revised by performing another calculation.

5.2.5 The data recorded while performing dose projections should be appropriately entered on the Dose Assessment status boards located in the TSC and EOF.

NOTE There are two TLDs at each REMP TLD location, change out only one of the two TLDs at affected areas.

A. Change out roufne (REMP) TLDs in affected areas in accordance with the appropriate section of CE-003-532.

B. Set out additional TLDs at locations of interest in accordance with CE-003-532.

C. TLDs collected in emergency situations will be analyzed in accordance with the appropriate sections of Il,002-3 or P-0032 53 HP-01-221. 2-.

5.4.4.3 Vegetation Sampling A. Sample Size: Grass - 0.5 to 1.0 kilogram (approximately 1 to 2 pounds) Broad-leafed Vegetation -

0.5 to 1.0 kilogram (approximately 1 to 2 pounds) Food Products - 1.0 kilogram (approximately 2 pounds)

B. REMP vegetation samples (grass, broad-leafed vegetation and food products) should be collected in emergency situaffons in accordance with CE-003-529.

C. Additional vegetafion samples should be collected at locafions of interest in accordance with CE-003-529.
