Dear Sir:

By letter dated August 20, 1990 frorn J. B. Ilickman (NRC) to F. A. Spangenberg (IP), the NRC staff requested Illinois Power (IP) to submit by March 1,1991 the final analysis required by 10CFR50.44 for Clinton Power Station (CPS). Notwithstanding this request, IP is unable to submit the final analysis by the noted date because, as explained below, resolution of certain generic hydrogen control issues is still pending and the outcome of Ll se generic issues currently under discussion with the NRC staff will affect the content of the CPS final analysis.

The generic Mark III Containtnent liydrogen Control Safety Evaluation Report (SER) was received by the llydrogen Control Owners Group (11000) on August 13, 1990. The SER identified the basis for concluding the hc0G hydrogen control program which was established to address generic aspects of ensuring hydrogen control. The SER also filentified specific areas to be addressed in plant specific submittals and requested a response from the 11C00 within three months after receipt of the SER.

On October 23,1990, the 11000 met with the NRC for the purpose of reviewing the SER. The NRC requested that the 11C0G provide additional information regarding its position on several items.

Further discussion took place during a conference call initiated by the NRC staff on November 16, 1990, To adequt.tely address the NRC questions regarding IICOG's position, further work has been required.

As resolution of those issues will affect the content of the 1100G generic response to the SER, the 11000 intends to submit its final generic response within three months after the NRC's documentation of an acceptable resolution of the pending items.

Since IP intends to utilize the results of the generic hydrogen i control program as a basis for the CPS specific final analysis, the CPS final analysis will be delayed pending resolution of the outstanding generic program issues. IP will submit the CPS final analysis within six months following submittal of the HCOC's final generic response.

The status of the llCOG hydrogen control program as described above, including IP's schedule for submitting the CPS specific final analysis, has been discussed with the NRC Project Manager for CPS.
