The Light c omp a ny ut h Texas Project Ecctdc Generating Station P. O. Box m Wmorth, Texas 77W IIouston Lighting & Power January 23, 1995 ST-HL-AE-4964 File No.: G03.02 10CFR50 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 South Texas Project Units I and 2 Docket Nos. STN 50-498, STN 50-499 Post Accident Sampline System During a review of the Nuclear Regulatory Commission's " Safety Evaluation Report Related to the Operation of South Texas Project, Units 1 and 2" (NUREG-0781), Houston Lighting & Power discovered a minor error in the system description for obtaining a containment air sample. Although Houston Lighting & Power does not believe that any Nuclear Regulatory Commission action is required to address this error, this letter is being submitted to clarify the correct system description.

In the Nuclear Regulatory Safety Evaluation Report, Section 9.3.2.2 (page 9-21) states that the containment air sample is obtained from the Hydrogen Recombiner system supply lines. The air sample is actually obtained from the Containment Hydrogen Monitoring system. The two systems are not interconnected.

At the presumed time of Nuclear Regulatory Commission review for Safety Evaluation Report preparation (i.e., 1985/1986), Amendment 40 of the Final Safety Analysis Report, issued on September 26,1984, would have been effective. The pages in section 9.3.2 that would have been reviewed for the Safety Evaluation Report did not mention that the containment air sample was obtained from the Ilydrogen Recombiner system. However, section 7A.II.B.3 stated that the containment air sample was obtained from the Containment Hydrogen Monitoring system. In addition, section 7.6.5.1 stated that the Hydrogen Recombiner system and Containment Hydrogen Monitoring system operate independently. Since the names of the two systems are similar, and the reviewer may not have had access to the other sections of the Final Safety Analysis Report, the error is credible.
