Delivery of Spare Parts with Qualification Status Unknown (10CFR Part 21 Report)

Gentlemen:

In 1985, Yokogawa of America purchased part of the General Electric Company Instrument Division in Somersworth, New Hampshire. This included the G.E.

type AB 40 voltmeters and ameters. Initially, production of these items continued in New Hampshire. Later in 1985 production was moved to a Yokogawa facility near Atlanta, Georgia.

The type AB 40 voltmeters and ameters have been used previously in Class lE switchgear applications by BBC Brown Boveri for original equipment and as spare parts. It has been reported that Yokogawa has made some design changes in the materials and configuration of these meters without changing the catalog numbers. There is no indication that any of these items are defective in any way, however, they are not exact duplicates of what has been furnished previously, and qualified life has not been determined.

BBC Brown Boveri records indicate that 23 of these new items have been inadver-tently delivered to three Nuclear Generating Stations as Class 1E spare parts.

To correct this condition, instructions are being issued to all three users to return the items and they will be replaced by fully qualified equivalent components.

Attached is a list of the three users involved and the additional information necessary to identify the parts in question. There is no reason to believe that any of the parts involved could create a substantial safety hazard, however the qualification status of the parts is not known and attempts to obtain reliable technical data have been unsuccessful.

The most expeditious solution to this situation is to replace the parts with fully qualified components. To the best of our. knowleo'ge, these parts have been furnished as spares and none has been placed in service.

i The three (3) users of these components have been advised of this condition.

I The other users of the former G.E. Type AB 40 voltmeters and ammeters for Class lE spare parts applications are being advised of the availability of
