In reference 2, HL&P requested relief from the ASME Section XI code for the dedicated Residual Heat Remeval Pumps (RHR), the Containment Spray Pumps (CS) and the Residual Heat Removal Discharge and Miniflow check valves in accordance with the provisions of 10CFR50.55a. This relief for the RHR system was based on the RHR system at STP only being used for long-term closed-loop cooldown following Auxiliary Feedwater (AFW) ,

operation and RCS depressurization. The design at STP includes three separate Low Head Safety Injeccion (LHSI) Pumps to inject ,

water during an accident at STP. Because the LHSI pumps provide the initial accident function, the RHR pumps are not as important, from a risk perspective, in mitigating core damage and less emphasis can be placed on testing the RHR system et power.

Similarly, the relief request for the Containment Spra:r (CS) i Pumps is based on STP having three CS pumps available instead of I the normal plant design that.only has two CS pumps for protecting Containment integrity during core damage or low frequency events.

Due to the increased number of pumps available, the negligible impact on core damage frequency and large early release frequency, less emphasis should be placed on testing the CS pumps i at power.
