In accordance with 10 CFR 50.4(b)(5)(ii), 10 CFR 50.54(q)(5), and 10 CFR 72.4, Duke Energy Progress, LLC, (Duke Energy) is submitting an analysis summary for Revision 1 of EP-BNP-OSSA, Brunswick On-shift Staffing Analysis.

Duke Energy has evaluated this revision in accordance with 10 CFR 50.54(q) and determined that it does not result in a reduction in the effectiveness of the Emergency Plan (E-Plan).

The E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E.

RA-22-0342 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for EP-BNP-OSSA, Revision 1 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for EP-BNP-OSSA, Brunswick On-shift Staffing Analysis, Revision 1, which became effective on November 30, 2022.

EP-BNP-OSSA provides the staffing analysis results for the Brunswick Nuclear Plant assumming the on-shift staffing compliment during emergency events, including applicable tasks for each event and time motion studies, as required. Revision 1 updates position requirements to align with Technical Specifications and the Emergency Plan, and documents associated analyses, studies, and conclusions pertaining to the updated position requirements.

Additional changes include nomenclature updates to align with Brunswick terminology, editorial changes that do not change the intent of the document, and formatting changes and clarifications for readability.

The changes implemented by EP-BNP-OSSA, Revision 1, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the Emergency Plan (E-Plan); the E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. The changes to the Brunswick On-Shift Staffing Analysis continue to show the capability of implementing the E-Plan to address a spectrum initiating events and consequences. The changes in Revision 1 do not change the Emergency Response Organization staffing as set forth in the E-Plan; on-shift emergency response responsibilities are staffed and assigned. In addition, the changes do not reduce the availability of personnel relied upon in the plan. As such, there is no impact to compliance, adherence, or effectiveness of the E-Plan.
