In accordance with 10 CFR 50.4(b)(5)(ii), 10 CFR 50.54(q)(5), and 10 CFR 72.4, Duke Energy Progress, LLC (Duke Energy), is submitting an analysis summary for Revision 92 of the Radiological Emergency Response Plan (ERP) (i.e., OERP, Radiological Emergency Response Plan).

Duke Energy has evaluated this revision in accordance with 10 CFR 50.54(q) and determined that it does not result in a reduction in the effectiveness of the ERP. The ERP continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E.

This document contains no regulatory commitments.

RA-19-0297 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for 0ERP, Revision 92 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for 0ERP, Radiological Emergency Response Plan, Revision 92, which became effective on June 27, 2019.

The changes to the Radiological Emergency Response Plan (ERP) include shifting responsibilities to align with the current organization and the rest of the Duke fleet, adding procedural references to account for changes with the Common Emergency Operations Facility (EOF), and removing references to obsolete redundant communication equipment. Specifically, the Chemistry Supervisor responsibilities were moved to the Operations Supervisor in the Operations Support Center (OSC), the responsibilities for technical rescue were moved from the Fire Brigade to the Medical Emergency Response Team (MERT), procedural references were added for completing the testing of inventories for the EOF, and information about the Mitsubishi ST251 mobile terminal was removed.

The changes implemented by 0ERP, Revision 92, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the ERP; the ERP continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. The Emergency Response Organization (ERO) continues to be staffed to augment initial response on a continuous basis, adequate equipment continues to be maintained to support the emergency response, and communication equipment and capabilities for communication onsite and offsite continues to be maintained to support emergency response. As such, there is no impact to compliance, adherence, or effectiveness of the Emergency Plan.
