Enclosure:

10 CFR 50.54(q)(5) Summary for 0ERP, Revision 94 cc (with Enclosure):

Ms. Laura Dudes, NRC Regional Administrator, Region II Mr. Andrew Hon, NRC Project Manager Mr. Gale Smith, NRC Senior Resident Inspector Mr. John Nguyen, NRC Director Spent Fuel Management Division, NRC Nuclear Material Safety / Safeguards Office Chair - North Carolina Utilities Commission

RA-20-0291 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for 0ERP, Revision 94 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for 0ERP, Radiological Emergency Response Plan (ERP), Revision 94, which became effective on September 17, 2020.

The changes to 0ERP, Radiological Emergency Response Plan (ERP), include editorial changes with no change to intent. In addition to these changes, Section 4.4.7.1, Public Education and Information, was updated to remove the limitation of having to use paper brochures for distribution of information to the public. This will allow Duke Energy to utilize other, more technologically advanced methods for distribution of information to the public. Utilizing such technology provides for a more efficient means to distribute information, as it allows for real time, up to date information to be transmitted. In addition, updates to the public information can be made more frequently, rather than relying on paper brochure distribution to happen once per year.

The changes implemented by 0ERP, Revision 94, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the ERP; the ERP continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. The proposed change does not reduce the assurance that the permanent and transient adult population within the plume exposure emergency planning zone (EPZ) has been given an adequate opportunity to become aware of the information. This change maintains the requirement that information is made available to the public on a periodic basis within the plume exposure pathway EPZ. As such, there is no impact to compliance, adherence, or effectiveness of the Emergency Plan.
