10 CFR 50.54(q)(5) Summary for CSD-EP-BNP-0101-01, Revision 7

In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for CSD-EP-BNP-0101-01, EAL Technical Basis Document, Revision 7, which became effective on June 18, 2024.

CSD-EP-BNP-0101-01, Revision 7, changes include basis description updates for clarification to EALs HU4.1 and HU4.2. These updates maintain alignment with the approved Emergency Action Level (EAL) basis and NEI 99-01, Revision 6, EAL scheme guidance. Revision 7 also updated the RA3.2 and HA5.1 mode applicability sections to be consistent with that found in Tables R-2 and Table H-2, respectively. These changes ensure mode applicability consistency throughout the technical basis document and do not change the approved EAL mode applicability. In addition, Revision 7 incorporated updated maps and editorial changes that did not change the intent of the document and reorganized content for enhanced useability.

The changes implemented by CSD-EP-BNP-0101-01, Revision 7, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the Emergency Plan (E-Plan); the E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. A standard scheme of emergency classification and action levels remains in use. The changes maintain the capability to assess, classify, and declare an emergency condition within 15 minutes after the availability of indications to plant operators that an emergency action level has been exceeded.

These changes continue to ensure Brunswick will promptly declare the emergency condition as soon as possible following identification of the appropriate emergency classification level. These changes maintain the EAL scheme and will improve accuracy and timeliness of emergency classifications. The meaning and intent of the basis of the approved EAL is unchanged. As such, there is no impact to compliance, adherence, or effectiveness of the E-Plan.
