RA-20-0181 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for 0PEP-04.2, Revision 47 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for 0PEP-04.2, Emergency Facilities and Equipment, Revision 47, which became effective on May 28, 2020.

The changes to 0PEP-04.2, Emergency Facilities and Equipment, include editorial changes with no change to intent, and changes that are not associated with a planning standard and do not affect the Brunswick Emergency plan functions. In addition to these changes, Brunswick's siren testing frequencies were reduced to reduce wear on the equipment; the test frequencies now align with the guidance in NUREG-0654, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, Revision 1. In a letter dated April 30, 2020, the Federal Emergency Management Agency (FEMA), Region lV, concurred that the change in test frequency is aligned with the guidance in NUREG-0654, Revision 1, and approvals from Brunswick and New Hanover Counties Emergency Management were obtained. Also, this revision clarified that the Full Volume Test of the BNP Alert and Notification System exceeds the performance requirements of a short growl test. This clarification prevents repetitive sounding of the sirens, (i.e., a quarterly growl, then an annual full cycle in the same quarter), thus reducing wear on the equipment, while still meeting the required testing frequencies established in the FEMA Radiological Emergency Preparedness Program Manual (FEMA-REP) manual. Revision 47 to 0PEP-04.2 also removed inventoried items that were located in the Operational Support Center Staff Room of the Alternate Emergency Facility since this room is no longer used for BNP Emergency Response purposes.

The changes implemented by 0PEP-04.2, Revision 47, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the ERP; the ERP continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. Administrative and physical means for alerting and providing prompt instructions to the public within the plume exposure pathway Emergency Planning Zone are maintained. The public alert and notification system continues to meet the design requirements of the FEMA-REP manual. In addition, adequate emergency equipment to support the emergency response continues to be provided and maintained. As such, there is no impact to compliance, adherence, or effectiveness of the Emergency Plan.
