$bget: POTENTIAL UF . RELEASE-----(UPDATE) 6 m August 30, an Augmented Inspection' Team (AIT) began its review of the uranium release
' rom the licensee's uranium processing facility.
Osed on~ an effluent sample from' the plant offgas stack, the licensee has estimated that 24 grams.(about 10 ounces) of uranium was released from the stack. Soil, water, vegetation,-
Gd. air ' samples, collected-in downwind areas both on and off the site, have shown no widence of uranium deposition. Bioassay samples of plant workers showed no significant Panium uptake.
he'lictnsee's investigation'of the release has determined.that the release occurred on Egust 28, 1989, as a result of incomplete processing of uranium hexaflouride (UF ) in the riccessing: vessel. Avalveinanitrogenlineremainedopen, allowingthenitrogbntodilute Re stcam which is injected into the vessel to convert the UF to another uranium compound.
Re dilution reduced the rate of conversien and, as a result,6 unconverted UF entered the Pfgas system from the vessel.- Although the gas passed through two filters akd a limestone Grubber, because of the excessive quantity of UF, in the cas, higher than normal quantities-(f uranfum were released frem the plant. The fil?ers did not fail as earlier believed.
Rout 20 kilograms of uranium were recovered from the reaction offgas system and the >
- erubber, hsplant operated for approximately two hours with the valve open on August 20, 1989. The r0trogen velve was optn.due to a problem with its solenoid control system. Personnel
'perating the vsssel en August 28, 1989 were not awars the valve was open.
he NRC is continuing to monitor the licensee's investigation and environmental monitoring 8tivities. The team has collected independent environmental s,amples for analysis.
0Dere has been extensive area news media interest in the release.
- he.. State of Missouri has been kept informed of the AIT's findings.
