The information is as initially received without varification or evaluation, and is basically all that is known by the Region III staff on this date.

Dixie Highway Alert Newport, MI 48166 Site Area Emergency General Emergency Docket No: 50-341 XX Not Applicable Subj:ct: AUTHORIZATION FOR FERMI TO INCREASE POWER LEVEL TO 50 PERCENT On Fcbruary 16, 1987, the Acting Regional Administrator, Region III (Chicago), authorized Fermi 2 to exceed the previous 20 percent power limitation and continue testing activities up to 50 percent power. The authorization was based on the assessments made by the NRC Fermi Restart Staff and Acting Regional Administrator that the plant and licensee staff were ready to perform at higher power levels. Power escalation is expected pending the restoration of the High Pressure Coolant Injection System (HPCI) to an operable status.

The power increase had previously been recommended on January 6,1987, by the licensee's Indep;ndent Overview Committee.

The NRC Fenni Restart Staff will continue to closely monitor the licensee's activities.

The State of Michigan will be notified.

Authorization was given at 10:00 a.m. (CST) February 16, 1987. This information is current as of 8:30 a.m. (CST) February 17, 1987.
