The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

RESTART AUTHORIZED The Region III (Chicago) Regional Administrator on July 31, 1986, authorized the licensee to resume operation of the Fermi 2 plant. The unit had been shut down since October 1985 for maintenance, modifications, and correction of a number of management, personnel, and equipment problems. All issues related to the restart of Fermi 2 were resolved prior to the Regicn III authorization.

The restart authorization permits operation up to 5 per cent power. Further NRC staff authorization is required for higher power levels. The licensee anticipates that it will b; gin the reactor startup on August 1, 1986. Region III has established a Restart Team to monitor the licensee's activities as the plant returns to operation and resumes its testing program. '

The licensee notified the news media of the startup authorization.

The State of Michigan will be informed.
