Subj:ct: INADVERTENTCRITICALITY(UPDATE)

On July 16, 1985, Region III (Chicago) issued a Confirmatory Action Letter to Detroit Edison Company, documenting the company's commitment to restrict the power level of Fermi 2 to 5 per cent, pending completion of an evaluation of the July 2, 1985, inadvertent criticality incident. Also to be addressed as part of the evaluation are Reactor Operator training and the operability of the Rod Worth minimizer. The licensee must seek authorization from the Regional Administrator before exceeding the 5 per cent power level.

The licensee team investigating the incident is being headed by the company president. The NRC Resident Inspector and a Region III specialist are evaluating the incident and the licensee's actions. Licensee officials will meet with Region III management on July 23, 1985, to review the circumstances of the incident and the licensee's evaluation.

The plant is currently operating at a power level of 2 per cent.
