On November 8, 2010, Duke Energy Carolinas, LLC (Duke Energy) submitted License Amendment Request (LAR) 2010-06, to amend Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for Oconee Nuclear Station (ONS), Units 1, 2, and 3 (Ref. 1). In that submittal, Duke Energy requested that the Nuclear Regulatory Commission (NRC) review and approve a Reactor Vessel Internals (RVI) inspection plan based on "Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227-Rev.0)" published by the Electric Power Research Institute (EPRI).

By letter dated June 28, 2012 (Ref. 2), Duke Energy committed to respond to Action Item #6 as described in an NRC Safety Evaluation Report (Ref. 3) associated with the pressurized water reactor internals inspection program's material reliability by May 31, 2014. However, since then, Duke Energy determined that providing the response by that date would be difficult primarily due to resource availability issues. As such, Duke Energy requested a 1-year due date extension during a January 16, 2014, conference call to discuss RVI LAR review status. The Staff, via a March 3, 2014, email, had no objections to the 1-year proposed extension (Ref. 4).
