On November 8, 2010, Duke Energy Carolinas, LLC (Duke Energy) submitted License Amendment Request (LAR) 2010-06, to amend Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for Oconee Nuclear Station (ONS), Units 1, 2, and 3 (Ref. 1). In that submittal, Duke Energy requested that the Nuclear Regulatory Commission (NRC) review and approve a Reactor Vessel Internals (RVI) inspection plan based on "Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227-Rev.0)" published by the Electric Power Research Institute (EPRI).

By letter dated June 28, 2012 (Ref. 2), Duke Energy committed to address Action Item

  1. 7 as described in an NRC Safety Evaluation Report (Ref. 3) associated with the pressurized water reactor internals inspection program's material reliability. Duke Attachment 3 to this letter contains proprietary information.

U. S. Nuclear Regulatory Commission March 20, 2014 Page 2 Energy addressed Action item #7 in a letter dated November 29, 2013 (Ref. 4). By email dated February 5, 2014, the Staff had additional questions related to this submittal.

Attachments 1 and 3, which are the non-proprietary and proprietary versions of the same document, provide Duke Energy's responses to the Staffs most recent questions. As noted in a couple of the RAI responses, due to the proprietary nature of the requested information, AREVA chose not to supply the information as part of the response(s).

Upon NRC request, AREVA can make the information available for Staff review at its local office. The AREVA affidavit in Attachment 2 provides the basis on which the proprietary information may be withheld from public disclosure by the NRC pursuant to 10 CFR 2.390. In addition, the response to RAI-5 (3) will be submitted separately. Duke Energy plans to submit this response by April 4, 2014.
