In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Southern Nuclear Operating Company (SNC) hereby submits descriptions of changes to the emergency plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). A description of the changes and a summary of the 50.54(q) analysis is enclosed.

Hatch Nuclear Plant Units 1 and 2 Vogtle Electric Generating Plant Units 1 and 2 Report of Changes to Emergency Plan and Summary of 50.54(g) Analysis Enclosure 1 Description of Emergency Plan Changes and Summary of 50.54(q) Analysis to NL-18-0033 SNC 50.54(q) Summary of Analysis Description of Emergency Plan Changes and Summary of 50.54(q) Analysis On December 15, 2017, Vogtle Electric Generating Plant (VNP) Units 1 and 2 implemented upgrades to plant security equipment, including hardware and software. No changes to the existing plant functions were involved. No changes were made to the existing databases or configuration files. Compensatory measures were put in place while the upgrades were taking place to maintain communications capability to transmit emergency data and to perform classifications, dose assessment, and assembly/accountability. The new equipment is of equal or higher quality and will not reduce the effectiveness of the emergency plan.

On December 28, 2017, SNC implemented Revision 2 to the fleet Standard Emergency Plan and Annexes. The changes are summarized as follows:

Standard Emergency Plan

  • Clarified language related to transfer of Emergency Director (ED) duties from Control Room to the Technical Service Center (TSC) & Emergency Offsite Facility (EOF)
  • Added language that the 10CFR50.54(x) provisions include notification of the NRC
  • Clarified role of the TSC RP Supervisor
  • Changed position title of the TSC Dose Analyst
  • Added the Operations Support Center (OSC) Operations Group Lead position
  • Changed position title of the EOF Liaisons
  • Increased TSC Communicator staff from 1 to 2
  • Provided clarification for Emergency Response Organization (ERO) positions that are filled using on-shift staff
  • Clarified minimum staff positions for the Joint Information Center (JIG)
  • Clarified language for coordinating activities in the Assembly Area
  • Revised the hospitals utilized for care of injured personnel that may be contaminated or irradiated
  • Clarified that the EOF ED, not the EOF Manager, is responsible for recommending Protective Action Recommendations (PARs)
  • Changed location of the OSC
  • Changed location of the JIG
  • Revised the Evacuation Time Estimate section
  • Revised the list of Implementing Procedures Hatch Emergency Plan Annex
  • Revised the offsite agency that is contacted to coordinate offsite resources
  • Clarified that the EOF ED, not the EOF Manager, is responsible for recommending PARs
  • Added clarification that a near site location maintained for the NRC is also maintained for other offsite response agencies
  • Revised the Evacuation Time Estimate section
  • Revised the list of Implementing Procedures PageE1-1 to NL-18-0033 SNC 50.54(q) Summary of Analysis Vogtle Unit 1 and 2 Emergency Plan Annex
  • Revised the hospitals utilized for care of injured personnel that may be contaminated or irradiated
  • Removed tone alert radios per approval from FEMA
  • Clarified that the EOF ED, not the EOF Manager, is responsible for recommending PARs
  • Added clarification that a near site location maintained for the NRC is also maintained for other offsite response agencies
  • Provided clarification on meteorological tower instrumentation
  • Revised the Evacuation Time Estimate section
  • Revised the list of Implementing Procedures SNC has written 50.54(q) evaluations for these changes and has concluded that the changes do not result in a reduction in effectiveness. Staffing changes uphold existing responsibilities and functions or improve/increase staff. A number of clarifications and consolidations were made in procedures to improve readability, efficiency, and document control. New locations for hospitals, JIG and OSC were evaluated to ensure all functions are performed and all regulations were met.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3), and SNC determined that the changes do not reduce the effectiveness of the SNC standard emergency plan and site-specific annexes. The SNC emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).
