For the period of May 11, 2017 through November 10, 2017, there were no changes, tests or experiments made pursuant to paragraph (c) of 10 CFR 50.59. provides the report containing a brief description of plant-specific departures, including a summary of the evaluation of each, as required by 10 CFR 52, Appendix D, paragraphs X.B.1 and X.B.3.b, for the period of May 11, 2017 through November 10, 2017.

Title:

Indication of Reactor Vessel Head Vent Isolation Valve Position Status Brief Description of the Plant-Specific Departure:

The design of the reactor vessel head vent isolation valve is modified to be locked open, and a stem-mounted limit switch is added to provide valve position indication in the Main Control Room.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Summary of the Evaluation:

Title:

Changes to Steam Generator System (SGS) Flow Transmitters Brief Description of the Plant-Specific Departure:

Several flow transmitters in the SGS are relocated; steam generator containment isolation valve controls are removed from the description of seismic Category 1 equipment in the lower main steam isolation valve (MSIV) compartment and the upper MSIV compartment; and the description of the SGS flow transmitters root isolation valves are updated.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Title:

Class 1E dc and Uninterruptible Power Supply System (IDS) Changes Brief Description of the Plant-Specific Departure:

The design of the IDS is changed to reflect load profile changes, accommodate full voltage motor starts, increase the size of the Division A motor control center, change equipment ratings for short circuit protection and circuit interrupting device coordination, add a test circuit to the spare battery subsystem, and add maintenance switches to the ac distribution panels.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Engineered Safety Features Actuation System Modifications Brief Description of the Plant-Specific Departure:

Interlocks for Engineered Safety Features Actuation System are modified to accurately describe the Protection and Safety Monitoring System (PMS) permissives.

Non-Class 1E dc Battery and UPS System (EDS) and Class 1E dc Battery and UPS System (IDS) Component Changes Brief Description of the Plant-Specific Departure:

Fused transfer switch boxes are added to the design of the EDS and IDS to facilitate battery testing and maintenance. EDS and IDS changes are made to allow fuses or breakers to be used for internal component protection.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Engineered Safety Feature Logic Changes Brief Description of the Plant-Specific Departure:

Changes are made to steam generator blowdown isolation valves and piping to prevent hydrodynamic transients. The description of Component Cooling Water System (CCS) isolation valve logic on a safeguards actuation signal are changed. Engineered Safety Features latching logic is revised to ensure that all functions requiring latching have the proper latching configuration.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Refueling Machine and Fuel Handling Machine Clarifications Brief Description of the Plant-Specific Departure:

The description of the fuel handling machine and the refueling machine hoists used to lift spent fuel are clarified to be non-single-failure-proof hoists. Radiation shielding terminology is revised.

A change is made to clarify that a Single Integrated Gripper Mast Assembly (SIGMA) type refueling machine is not used in the design.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

Changes are made to the Common Qualified (Common QTM) platform and the development processes for the Protection and Safety Monitoring System (PMS) hardware and software as described in the following Westinghouse reports:

WCAP-16096, Revision 4, Software Program Manual for Common QTM Systems WCAP-16097, Revision 3, Common Qualified Platform Topical Report WCAP-15927, Revision 6, Design Process for AP1000 Common Q Safety Systems This departure resulted in changes to the UFSAR (plant-specific DCD).

Summary of the Evaluation:

This departure involved Tier 2* information, and Tier 2 information in the UFSAR which involved changes to Tier 2* information; therefore, a License Amendment Request (LAR-15-017) was submitted to the NRC.

The NRC approved this License Amendment Request and issued License Amendments 79 and 78 to COL NPF-91 for VEGP Unit 3 and COL NPF-92 for VEGP Unit 4, respectively.

Title:

Boric Acid Storage Tank Suction Point ITAAC Changes (LAR-16-028)

Brief Description of the Plant-Specific Departure:

The design of the inlet/outlet line for the Boric Acid Storage Tank (BAST) is relocated to the side of the tank using a goose-neck piping configuration with an anti-vortex device and heat tracing.

An isolation valve is added to the common inlet/outlet line from the BAST. The volume of the BAST is clarified to be between the tank suction point and the tank overflow. The total Chemical and Volume Control System makeup flow to the Reactor Coolant System is changed to be less than or equal to 175 gpm.

This departure resulted in changes to the UFSAR (plant-specific DCD), Tier 1 (plant-specific DCD), and COL Appendix C ITAAC.

Summary of the Evaluation:

This departure involved changes to Tier 1 information, COL Appendix C ITAAC, and Tier 2 information in the UFSAR which involved changes to Tier 1 information; therefore, a License Amendment and Exemption Request (LAR-16-028) was submitted to the NRC.

The NRC approved this License Amendment and Exemption Request and issued License Amendments 78 and 77 to COL NPF-91 for VEGP Unit 3 and COL NPF-92 for VEGP Unit 4, respectively.

The thickness of the floor above the Component Cooling Water System valve room (Auxiliary Building floor between Column lines I to J-1 and Column Lines 2 to 4 at Elevation 153'-0") is changed to 1'-3".

This departure resulted in changes to the UFSAR (plant-specific DCD), Tier 1 (plant-specific DCD), and COL Appendix C ITAAC.

Summary of the Evaluation:

This departure involved Tier 1 information, COL Appendix C information, Tier 2* information, and Tier 2 information which involved changes to Tier 2* information in the UFSAR; therefore, a License Amendment and Exemption Request (LAR-16-019) was submitted to the NRC.

Containment Leak Rate Test System (VUS) Changes Brief Description of the Plant-Specific Departure:

The VUS temporary air compressors are relocated to the Yard. VUS test connections for main equipment and maintenance hatches, and spare penetrations are moved inside containment and ASME Section III, Class 2 removable plugs and buttweld connectors are added to main steam and feedwater expansion bellows. The VUS valves associated with the electrical penetration assemblies are removed. A second test connection is added to the main equipment and maintenance hatches. Two test penetrations are added to the exterior air lock hatches.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

The VLS hydrogen sensor design is changed to a galvanic cell that utilizes electrochemical sensing technology, resulting in a change to the hydrogen monitor instrument response time.

The three hydrogen sensors are relocated in the upper containment dome rather than various locations within containment.

This departure resulted in changes to Tier 2 information in the UFSAR (plant-specific DCD).

The requirement to install, monitor, and verify operation of temperature sensors on the pressurizer spray line is removed from the pressurizer surge line testing for monitoring thermal stratification and thermal cycling for the first plant. The electrical capacity of the DGs is increased, resulting in changes to related components that support DG operation. The size of the DG Building is increased. Fuel oil storage requirements are changed. The DG Ventilation System (VZS) capacity is increased. Combustible loading and equivalent durations are updated for the DG Building. Valves and piping lines are relocated.

Load requirements are updated for numerous components powered by the DGs and additional components are added as automatically or manually sequenced loads on the DGs. The Compressed and Instrument Air System instrument air compressor logic is changed to support DG operation.
