PEACH BOTTOM ATOMIC POWER STATION, UNIT 2 - CORRECTION TO TECHNICAL SPECIFICATION 3.4.7 (PAGE 3.4-16) ISSUED IN AMENDMENT NO. 337 (EPID L-2019-PMP-0061)

Dear Mr. Rhoades:

By letter1 dated April 1, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff issued Amendment No. 337 to Subsequent Renewed Facility Operating License No. DPR-44 for Peach Bottom Atomic Power Station (Peach Bottom), Unit 2, in response to the application from Exelon Generation Company, LLC (Exelon) via letter2 dated April 13, 2020, as supplemented by letter3 dated January 29, 2021. On May 10, 2023, your staff informed me of a discrepancy between what Exelon requested and the technical specifications (TS) that the NRC staff issued in the amendment.

The NRC staff has determined that the NRC inadvertently introduced a typographical error in the Completion Time for Condition A in Peach Bottom, Unit 2, TS 3.4.7, RHR [Residual Heat Removal] Cooling System - Hot Shutdown. Specifically, in its application, as supplemented, Exelon requested that the NRC approve a new completion time for Condition A that would state, 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> AND Once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> thereafter (emphasis added). The NRC staffs safety evaluation for Amendment No. 337 refers to and evaluates, in sections 2.2.1 and 3.1.1, the 24-hour value. However, the completion time for condition A in the TS that the NRC issued states, 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> AND Once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> thereafter (emphasis added).

The NRC staff is issuing this letter to correct the error in accordance with the guidance in the NRC memorandum4 dated January 16, 1997, which is derived from the Staff Requirements 1

Rhoades Memorandum (SRM)5 for SECY-96-238.6 The NRC staff determined that this correction to the TS does not change any of the NRC staffs conclusions in its safety evaluation regarding the acceptability of the changes approved in Amendment No. 337, nor does the correction affect the no significant hazards consideration published in the Federal Register on May 19, 2020 (85 FR 29985). The use of the 24-hour language in the Safety Evaluation for the amendment, as well as in the application and the TSTF7 that the proposed changes in the application were based on, supports the conclusion that this was an inadvertent typographical mistake.

Accordingly, the enclosure to this letter has a copy of revised and corrected TS page 3.4-16 for Amendment No. 337.
