RESOLUTION NO. 23-01 A RESOLUTION OF THE CITY OF GRANBURY, TEXAS, SUPPORTING THE APPROVAL OF COMANCHE PEAK UNITS 1 AND 2 NUCLEAR POWER PLANT LICENSE RENEWAL.

WHEREAS, The 40-year license for Comanche Peak Unit 1 nuclear power plant expires in February 2030 and Unit 2 expires in 2033, and noting that the License Renewal process is a very mature process in the nuclear industry granting applicants extensions in 20-year increments, and; WHEREAS, Comanche Peak Units 1 and 2 produces and maintains 2,300 MW of carbon free power representing 4-5 percent of the total electricity produced in north Texas, and it's operation represents a major investment in and commitment to long-term, carbon-free, low-cost energy, and; WHEREAS, Comanche Peak's 91 percent capacity factor since its initial commercial operations in the early l 990's through July 2022 indicates that this power generation plant continues to generate highly reliable power that grid operators can rely on just like during Winter Storm Yuri in 2021, and; WHEREAS, As the largest employer in the immediate area, Comanche Peak Units 1 and 2 employ over 1,100 talented people in highly technical and high wage positions from Hood, Somervell and surrounding counties along with 800-1,200 of additional personnel who come into the market during periodic refueling outages, and; WHEREAS, Comanche Peak operations, workforce and capital invested at the site creates a substantial economic impact of over two billion dollars annually; and the taxes paid and ancillary benefits to local governments is needed to sustain the outstanding quality of life, recreation, and support to the region, which includes area non-profits and service agencies that depend on the Comanche Peak workforce, operations and investment for their livelihood; and, WHEREAS, the License Renewal application was filed in late 2022 which began the review process leading to a public meeting where members of the business community and general public can make comments about the proposed license renewal.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRANBURY, TEXAS: that the City of Granbury fully supports Vistra Energy and the renewal of both of the Comanche Peak licenses which would extend the life of the power plants until 2053, and preserve thousands of jobs and maintain the viable economic impact for Hood County and the City of Granbury for this extended period of time.
