Niki Thank you for meeting with members of the NRC staff virtually on August 23 to discuss clarification of your letter to us of April 12, 2022 (ML22169A009). There were basically two follow up items for the NRC staff from our conversations, and we have discussed these with the Kairos Power licensing staff. We have the following information to share regarding the points raised in your letter.
- 1) The second bullet in your letter discussed your desire to collaborate with Kairos Power regarding interpretative signage along recreational spots within visual range of the Kairos Hermes facility that demonstrates linkages to the work done at K-25 during WWII. The NRC has discussed your request for collaboration with our contacts at Kairos Power and they have indicated to us their communications team will be contacting you to discuss this collaboration further.
- 2) During our Aug 23 conversation, you clarified that the third bullet of your letter referred to concerns that there might be restrictions for recreational access along Poplar Creek in the vicinity of the Kairos Power boundary. We have discussed your concerns with Kairos Power and confirmed our statements to you on August 23 that the Kairos Power boundary does not encompass Poplar Creek and Kairos Power would not be in a position to limit recreation along that waterway. Kairos Power plans to have barriers preventing access to their property from Poplar Creek; however, the Kairos Power property is relatively small and the length of any barrier on their side of Poplar creek would not hamper recreation along the creek.
We hope that this addresses your concerns regarding the future development of recreational opportunities at the Manhattan Project National Park. Please feel free to contact me if you have further questions.

We have discussed your concerns with Kairos and confirmed our statements to you on August 23 that the Kairos boundary does not encompass Poplar Creek and Kairos would not be in a position to limit recreation along that waterway. While it is possible [likely? certain?] Kairos would have barriers preventing access to their property from the creek, the Kairos property is relatively small and the length of any barrier to their side of the creek would not hamper recreation, especially given that the land opposite the Kairos boundary is more accessible (less of a steep incline and no trees ).
We hope that this addresses your concerns regarding the future development of recreational opportunities at the Manhattan National Park. Please feel free to contact me if you have further questions.
