UNIVERSITY OF TEXAS AT AUSTIN - REVIEW OF THE PHYSICAL SECURITY PLAN IN SUPPORT OF RENEWAL OF FACILITY OPERATING LICENSE NO. R-129 (EPID NO. L-2017-RNW-0032)

Dear Dr. Charlton:

By letter dated December 12, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12156A097), as supplemented, the University of Texas at Austin (UTA) submitted an application for renewal of Facility Operating License No. R-129 for the UTA Training, Research, Isotopes, Generic Atomics (TRIGA) Mark II Nuclear Reactor. As part of the license renewal review, the U.S. Nuclear Regulatory Commission (NRC) staff reviewed the UTA physical security plan (PSP), dated December 7, 2016, as submitted by letter dated December 14, 2016 (ADAMS Accession No. ML17067A431 - cover letter only). The results of the NRC staff review involved issuing requests for additional information (RAI), by letter dated April 5, 2018 (ADAMS Accession No. ML18060A063 - cover letter only). In response to the RAIs, updated PSPs were submitted by letters dated September 27, 2018 (ADAMS Accession No. ML18298A015 - cover letter only), and December 2, 2020 (ADAMS Accession No. ML20345A136 - cover letter only).

Based on this review, the NRC staff concludes that the UTA PSP, titled University of Texas (TRIGA II nuclear research reactor) Physical Security Plan, dated December 2, 2020, is in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations Part 73, Physical Protection of Plants and Materials, referenced in Regulatory Guide 5.59, Standard Format and Content for a Licensee Physical Security Plan for the Protection of Special Nuclear Material of Moderate or Low Strategic Significance. In addition, the NRC staff concludes that the site-specific security measures committed to in the confirmatory action letter dated October 22, 2003 (ADAMS Accession No. ML032320212 -

cover letter only), have been incorporated into the PSP.
