UNIVERSITY OF TEXAS AT AUSTIN - INTERIM STATUS REPORT ON THE REGULATORY AUDIT RE: RENEWAL OF FACILITY OPERATING LICENSE NO. R-129 (EPID NO. L-2017-RNW-0032)

Dear Dr. Charlton:

By letter dated December 12, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12156A097), as supplemented by letter dated April 16, 2020 (ADAMS Accession Nos. ML20115E293-cover letter, and ML20115E287-enclosure), the University of Texas at Austin submitted an application for renewal of Facility Operating License No. R-129 for the TRIGA Mark II Nuclear Reactor. The requested licensing action would renew the facility operating license for a period of 20 years.

Enclosed is an interim status report on the regulatory audit begun by staff of the U.S. Nuclear Regulatory Commission (NRC) on August 31, 2020, in connection with its review of the license renewal application (LRA). The interim status report only provides an update of the NRC staff review, does not make any licensing conclusions or findings, but it is part of the administrative record of the NRC staffs review of the application and may provide information supporting the NRC staffs safety evaluation. The NRC regulatory audit continues to follow the plan provided by letter dated July 23, 2020 (ADAMS Accession No. ML20203M166), unless otherwise noted in the enclosed report.

Included in the enclosure is the list of documents reviewed by the NRC staff, including a document requested by the NRC staff to formalize its review findings. This request was discussed with Mr. Paul Whaley, of your staff during an audit conference call, conducted on April 19, 2022, who agreed to provide the information as a supplement to the LRA.

This document must be submitted in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.4, Written communications, and pursuant to 10 CFR 50.30(b), Oath or affirmation, and be executed in a signed original document under oath or affirmation.

Background

The U.S. Nuclear Regulatory Commission (NRC) staff is continuing its review of the University of Texas at Austin (UTA) TRIGA Mark II Nuclear Reactor license renewal application (LRA),

provided by letter dated December 12, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12156A097), as supplemented by letter dated April 16, 2020 (ADAMS Accession Nos. ML20115E293-cover letter, and ML20115E287-enclosure).

Audit Scope The audit scope was to provide the NRC staff with a comprehensive review of the UTA LRA neutronic and thermal-hydraulic (T-H) analyses provided by letter dated April 16, 2020.

Audit Activities The NRC audit team conducted the audit through a series of virtual video-teleconferences. The NRC audit team opened the audit with an entrance meeting conducted on August 31, 2020, and performed a focused audit review of selected information through the week. The NRC audit team conducted a preliminary exit meeting for the focused review week on September 3, 2020, but the audit remains open pending completion of the licensees T-H analysis. The NRC audit team and licensee participated in bi-weekly video teleconferences throughout most of the audit period to discuss and share information.

The licensee provided information using an internet portal (BOX) which allowed only the NRC audit team members to view the information (i.e., documents and computer files), but not access or share the information outside the NRC audit team. The NRC audit team review focused solely on the UTA LRA neutronics and T-H analyses.

This request was discussed and agreed upon with Mr. Paul Whaley during the conference call conducted on April 19, 2022. The neutronics report is listed below:

Analysis of the Neutronic Behavior of the Nuclear Engineering Teaching Laboratory Reactor at the University of Texas, submitted by Radiation Center, Oregon State University, Corvallis, Oregon, March 2021 Open Item and Path Forward During the conference call conducted on April 19, 2022, the licensee provided an updated T-H analysis in BOX for NRC staff review.
