Dear Secretary of the Commission:

The Prairie Island Coalition Against Nuclear Storage would like to respond in support of the rule-making petition submitted by Steve Gannis as published in the Federal Register, April 14, 1994, page 7746, calling for a reduction of the permissible annual radiation dose to the general public due to licensee operations from 100 millirems to one millirem, or at least a substantially lower limit than the current value.

We are concerned that the evidence that suggests that a dose of 100 millirems of radiation annually will cause one of every 285 people exposed annually over a life-time to get a fatal cancer. This is by no means an acceptable limit for public exposure. We request an action to reduce the permissible dose to one millirem.

Cancer is only one of the effects of exposure to radiation.

In addition to cancer, radiation exposure lowers immune deficiency, increases the incidence of birth defects, and enhances the chance of neurological damage; the need for more stringent standards is more than evident. For every cancer death predicted, how many others survive only after major financial hardship and intense pain and suffering?

The prairie Island Coalition Against Nuclear Storage is made up of thirty environmental, social and justice groups organized to stop the storage of high level nuclear waste on the Mississippi River next to a Native American community in Minnesota. The coalition believes that only through lowering these acceptable exposures will we be able to move forward towards a healthier society.
