Yellow Ticket #0980017, Part 72 Rulemaking - Misc Amendments I have reviewed the subject rulemaking and have no technical or regulatory concerns. This rulemaking provides clarification of several Part 72 regulations in that it differentiates between wet and dry spent fuel storage mediums and the respective requirements for each. Essentially, additional statements are added or minor wording changes are made to achieve this goal.
This rule also establishes more detailed information needed for the reporting requirements events at ISFSIs. 'The nature of the change adopts a 10 CFR Part 50.73 information content approach.
Concern:
The regulatory analysis for this rulemaking is too narrow. It only addresses the QA records requirements change. Should it cover the other issues of reporting requirements and other clarifications in the rulemaking?
