Mark, We received SECY-97-069, signed by the EDO.

Brenda stated to me that the direct final rule cannot be used, and that the rule must be published as a proposed rule for public comment since it contains information collection requirements. We cannot submit. a package to OMB for approval of the direct final rule, wait for approval, and then publish the rule.

I will be out of the office from April 9th returning on the 14th.
