Parts 72 & 40 Rulemaking for Miscellaneous Items As discussed with you on April 9, 1997, concerning the subject proposed Direct Rulemaking Plan in SECY-97-069, it'has been discovered that one of the nine items in this proposed action would change the requirements imposed by the Paper Reduction Act. Therefore, this rulemaking action will be processed as a regular rulemaking action with publication of a Proposed Rule and Final Rule in~1ieu of a Direct Final Rule.
