At the bottom of the para. it says to add the sentence "The time between submission of reports must be no longer than 12 months." Since the rule language begins with the phrase "an annual report", the sentence at the end is duplicative unless it is designed to handle the one-time-only plase-in period but this can be done adequately in the statement of consideration. I don't believe the added sentence comes from a Commissioner comment so I don't see the need for it.
