The staff is to prepa ' and submit to the Commission a rulemaking package which wot!c ovide the authority needed to: (1) require independent verification of therapeutic doses, as is done in the case of diagnostic procedures, and (2) penalize medical licensees for their negligence or that of their employees, agents or practitioners.
