QUALITY ASSURANCE AND PENALTIES FOR NEGLIGENCE Based on comments received in response to the Advance Notice of Proposed Rulemaking that was recently circulated for coment, and additional direc-tion from the Commission dated December 16, 1986, the staff has revised the Comission Pap Iand enclosures. The Comission has directed that this rulemaking be submitted by January 31, 1987. t Comments on the text should be telephoned to Norman McElroy at FTS 427-4108.

Please transmit your concurrences to me via the 5520 system or fax by January 7, 1987.
