SECY-86-130 - PROPOSED NOTICE OF VIOLATION AND PROPOSED IMPOSITION OF CIVIL PENALTY AND CONFIRMATORY ORDER FOR WASHINGTON HOSPITAL CENTER i
i The Notice of Violation which is enclosed in this paper indicates that the same physician was involved in two separate significant violations on January 9,1986 and on February 6,1986.
As far as I can determine from SECY-86-130, the staff has not proposed to take any enforcement action against the licensee which would affect the l
physician. Thus, it seems that physicians in circumstances such as set I
forth in SECY-86-130 can be assured that they can continue their mistakes without jeopardizing their continuing ability to perform certain functions and activities under an NRC license.
I am not able to understend the enforcement policy which is being served by our inaction in such circumstances.
I would appreciate your views after you have looked into this.
