I agree that the Commission needs to take a hard look at the way in which we are conducting our oversight of the medical use of radioisotopes with the objective of increasing the effectiveness of NRC's program. _ The recent medical misadministration of therapeutic doses of licensed radioisotopes are sericus matters. As you know, on several occasions I, too, have called attention to the need for action in this area.
In addition to your suggestions, I also believe that in our current re-organization initiative, we shculd take appropriate action to strengthen the materials licensing / medical program.
I am concerned, however, that without seriously reordering staff resources and priorities, it may not be practical to accelerate preparation of a rulemaking package in order to reach the Commission by January 31, 1987 as you suggested.
In this regard, I suggest the staff be directed to expedite preparation of the required rulemaking package due April 15, 1987, to the extent possible.

I continue to support Commissioner Bernthal's proposals in COMFB-86-8 and the amplifications offered by Commissioner Carr.
I believe I
the rulemakino package should be submitted to the Commission before the end of February 1987.
