It is obvious that substantial evaluation and analysis effort has been applied to the various aspects of this issue.
Another simple approach (which may have already been evaluated) was expressed in our December 8, 1986 memo on this
- subject, i.e.,

would be a violation of regulatory u) requirements, and as such, licensees would of necessity employ quality assurance programs to prevent them.
