ACRS Members NRC STAFF MEETING CINCINNATI GAS & ELECTRIC CCMPANY - WILLIAM H. EDtGR POWER STATION, UNIT 1 The above meeting took place at Bethesda, Maryland, on Wednesday, March 20, 1977.

The purpose of the meeting was to allow Cincinnati Gas & Electric Co., Sargent and Lundy Co., and General Electric Company to present various containment related accident analysis results to the NRC Staff. The attendess are listed in Appendix A.

Mr. Choudhury of Sargent and Lundy discussed the pressure suppression system changes (see Appendix B). The original criteria did not take credit for the spray system, and assumed zero bypass leaksge. The latest model assumes spray thermal efficiency of 99.97., evaporation from hot surfaces, and increasing the spray flow from 300 g.p.m. to 425 g.p.m.

To increase the Ontainment spray floy, additions 1 spray nonsles are required. Bypass leakage is 0.04 f t i

l Sargent and Lundy was requested by the NRC Staff to provide data for the percentage evaporation assumed (55%) and the calculation of thermal spray efficiency.

I Mr. Choudhury discussed the latest subcompartment analysis. He presented the latest mass-energy releases from a postulated recirculation line break. These are shown in Appendix C - Tables 1, 2, and 3.

Table 1 lists the calculated peak differentia' pressure, Table 2 lists the flow characteristics for this analysis, and Table 3 indicates the mass-energy releases.

Mr. Miller of Sargent and Lundy presented a mechanistic snelysis to j

i demonstrate the safety of the containment under accident conditions (see Appendix D).

Mr. Miller' indicated that:

I 1

1.

Leakage from the reactor into containment is approximately 1 c.f.m.

2.

Leakage to atmosphere would take place in the upper contain-ment where the walls are thinnest.

y 3.

The leakase path from reactor to containment to atmosphere is torturous, i

During normal operations 113,000 scfm of air flows into conta M [

j ment and 115,000 scfm is removed to maintain a negative pressure u in the containment.

~

l 5.

Three inlet fans and three outlet fans are provided and two out j

of each three are required.

l 6.

Under accident conditions two recirculation fans are provided.

l reited at 80,000 scfm each, for additional recirculation.

7.

By the baffling provided and the flow characteristics, the air in the containment is thoroughly mixed and any core leakage would be well diluted.

1 8.

The gas treatment system is linked to the discharge line of the j

recirculation system, taking advantage of the dilution factor.

Based upon this reasoning the site dose criteria were assumed to be met.
