STATUS REPORT FOR THE SEPTEMBER 12-14, 1985 ACRS DISCUSSIONS ON RIVER BEND l

l As per our previous communications, the River Bend application for a operating license will be discussed during the September 12-14 ACRS meeting.

The ACR$ last reported on River Bend in a report to the Commission dated July 17, 1984 and concurred with the issuance of a low power license in this letter.

I have included this letter as Attachment i

A.

The Applicant has provided a response to the ACRS coments made in I

this letter in an August 26, 1985 letter.

I have also included this in Attachment A.

The ACRS Subcommittee on River Bend will meet on September 11.

I will transmit the meeting minutes to you for the September 12-14 discussion.

I have included a thick packet of documents with this status report.

What I have included is as follows:

Draft SSER-4, treating hydrogen control dated August 23, 1985.

(2)

Draft SSER-3, dated August 23, 1985.

(3)

SSER-2, dated August 1985.

(4) A December 12, 1984 letter from Alan Wang to the ACRS Members containing material on the current Hydrogen Control Rule.

I would suggest that you give first priority to looking at SSER-4, the listing of the status of NRR review issues which is Attachment A, and to the discussion paper in SECY-83-357A (in A. Wang's December 12, 1984 i

document package).

I am expecting that the NRC Staff treatment of hydrogen control will be

a major issue in the Subcommittee and ACRS discussions.

River Bend is different from other BWR-Mark III reactors in that River Bend does not have can'ainment sprays.

This make it much more difficult to demonstrate equipment survivability after a hydrogen burn.

Staff has accepted the analyses'provided by the Applicant as a interim analysis with the final demonstration of compliance with the Hydrogen Control Rule to be supplied after completion of the Hydrogen Control Owners Group (HC0G) work.

I have attached a copy of the HCOG schedule to the proposed Subcommittee agenda.

The planned HCOG runs into early 1987 with plant specific issues being decided after the HCOG work is completed.

I would expect the plant modifications would be scheduled into scheduling maintenance shutdowns. The ACRS may want to address the schedule on which they would want the River Bend issues associated with hydrogen control resolved or design changes implemented.
