Here is in summary my current thoughts on Grand Gulf.

A.

ECCS.

Current GE models utilized in ECCS performance evaluation suffer - from lack of experimental support especially with reference to system effects.

I have not yet received the information promised by GE during my last visit I

to San Jose, but I do not expect that this will significantly change my present opinion.

It should be recognized, however, that it would 3e impractical to expect resolution of such cone. erns within the Construction Permit review timetable. An ongoing research, the BDHT program in particelar, I believe, is supposed to address such questions (among others). Since I l

am not familiar with the overall planning and goals of the program I cannot l

judge its adequacy in this respect.

CONTAINMENT I do not believe GE has made the case clear enough to accept the adequacy of the proposed Mark III design for Grand Gulf. The information presented during the past few subcommittee.e meetings is fragmented, incomplete and at points not rigorous.

I strongly believe that following this period of meeting discussions, back-of-the-envelope calculations, and data taking GE's position on Mark III should be made clear in a comprehensive self-contained document that demonstrates the adequacy of Mark III. Rigorous analytical tools could be utilized where experimental data are not as yet available. Only this would provide a sound basis for the construction permit review now underway.
