Dear Dr. Ibdspeth!
  • This la in reply to your letter dated June.5,1953, to chairman Seabra concerning the report of the Advisory Cce=nattee on necetor safcauards on the nuelcar power plant which Paolfic Can

& Elcotric Co:ptr/ proposes to construct et Dodega Bay, California.

't l

You have referred to the statsment in the Cdttee's report that l "The appliennt has cubmitted evidence.to establish that the .

anticipated tereperature changes in the ocean near the condenser

coolent discharge point will not be Crest enough to cause sp.

proclable influence on the local marine life," and inquire whether this evidence includes consideration of a possible buildup of temperature by movement of water ccuthward back into the intake, g ~ ,j cs rtight hcppen under some conditions of wind and tide.

Su: nary Report Aneluding Acrendments 1 sud 2, thereto, the scope of research programs ca oceanography and marine biology belns carried I

cut by their concultent, Dr. Ernest Salo of thrivoldt State College.

Copics of these reports are sea 11able for inspection by the public ct the Coc=tission's Public Document Rooms at 1717 H ftreet, N. W.,

J Washingten 25, D. C., and at 2111 Dancroft Way, Berkeley 4, California. These reports state that Dr. Salo's investigations show that the proposed condenser cooling water discharge is to be located in en ares of great turbulence and mixing and, accordingly, diffusion takes place very rapidly. Estimates presently indicate a d!!ution factor of 200 to 1000 within one kilometer of the dis.

chtrge point. Pacific Cas & Electric Compny proposes to continue

, these studies through at least one annual cycle of oceanographic cenditicas. -q m gy  ;
