By letter dated April 29, 1972, Cosmoonwealth Edison re-ported on the failure of the standby liquid control sys-tem heat tracing (previously reported by TWX).
The failure was discovered upon activation of the low temperature alarm.
The system was found to be inoperable because the power supply cable had never been installed; during the winter months the plant heating system had kept the SBLC system above the 710F alarm point, however. The construc-tion and pre-operational tests had been signed off, indi-cating that "the standby liquid control pump suction lines from the tank have tracing elements installed".
The system has now been made operable and the SBLCS tested satisfactorily.
A discussion with the Regulatory Staff is recoaumended in order to explore vbether there are, or should be, some Senersi approaches used during acceptance;, preoperational or in-service testing for establishing the satisfactory operation of temperature-controlling devices in,the pre-sence of temporarily higher ambient temperatures.
Other process variables might also be included.
E 10N ACRS review is recommaanded.
The enclosed material should be retained until the recom-mended ACRS review has been completed.
